According to Gao Yunhu, in 2010, the scale of China's new materials industry exceeded 650 billion yuan, an average annual increase of nearly 20% compared with 2005. The production capacity of rare earth functional materials, advanced energy storage materials, photovoltaic materials, organic silicon, glass fiber, and composite materials ranks among the top in the world, but there are still problems such as weak self-development capabilities and insufficient support for key new materials. To this end, the new material development plan proposes six key development areas. The reporter noted that among the new materials focused on development, new chemical materials accounted for a considerable share. Among them, magnetic materials, luminescent materials, hydrogen storage materials, catalytic materials, and polishing materials should be the focus of development of rare earth functional materials.

The special rubber in advanced polymer materials must be developed independently and technically introduced simultaneously. It should take a refined and serialized route, vigorously develop new products and new brands, strive to expand the scale, and focus on the development of butyl rubber, nitrile rubber, and ethylene propylene rubber. , Isoprene rubber, polyurethane rubber, high-end styrene elastomers and other varieties. Engineering plastics should enhance the supply of high-end varieties as soon as possible. Among other functional polymer materials, high-performance fluorosilicon materials need to be structurally adjusted and vigorously develop high-end varieties such as silicon rubber, silicone resin, polyfluorinated ethylene propylene, and polyvinylidene fluoride. In the fields of battery separators and high-performance membranes for water treatment, it is necessary to accelerate the development, production, and application of electrolytic ion exchange membranes, battery separators, and optical polyester membranes.

Gao Yunhu said that the key factors restricting the development of China's high-performance composite materials are that the industrialization of carbon fiber and other high-performance reinforcing fibers has not yet been completely broken, and that the core devices are controlled by people. Second, the processing and preparation technologies for composite materials are relatively backward, and the market promotion efforts still need to be strengthened. Therefore, during the “Twelfth Five-Year Plan” period, high-performance composite materials should focus on the development of resin-based composites and carbon/carbon composites, accelerate the development and utilization of metal matrix composites and ceramic matrix composites, and increase carbon fiber, aramid fiber, and ultra-high molecular weight. Polyethylene fiber and other high-performance reinforcing fiber industrialization level. At the same time, we must make breakthroughs in product cost and quality and accelerate the promotion and application of high-performance composite materials.

According to the new material development plan, during the “Twelfth Five-Year Plan” period, the country will also focus on organizing and implementing rare earth and rare metal functional materials special projects, carbon fiber cost-reduction and high-end innovation demonstration projects, high-performance membrane material special projects, and advanced battery materials special projects. In the new materials industry, SMEs occupy a large proportion.
