Not long ago, the National Development and Reform Commission announced the completion of energy-saving targets in the first half of each region, and the results were not optimistic. In the warning level determined by the National Development and Reform Commission, the warning levels of eight regions in Inner Mongolia, Gansu, Qinghai, Ningxia and Xinjiang are one level, indicating that the energy conservation situation is very severe; the warning levels of eight regions in Hebei, Jiangsu, Zhejiang, and Shaanxi are two. Level, showing that the energy saving situation is more severe. The number of provinces and regions with severe energy-saving situations accounted for more than half of the total statistics.

Under this circumstance, various measures have been introduced in various places, indicating the beginning of a new round of power cuts and limited batches.

Undoubtedly, this time the chemical industry is the first to bear the brunt.

Chemical energy consumption does rebound

According to the statistics released by local government departments, chemical industry plays an important role in the process of increasing energy consumption.

According to data released by the Gansu Provincial Industry and Information Technology Commission in September, the energy consumption per unit of GDP in Gansu did not fall in the first half of the year. In the first half of this year, the energy consumption per 10,000 yuan of GDP in Gansu increased by about 1.2%. The energy consumption per liter of industrial enterprises above designated size increased by 1.55% compared with the same period of last year. The energy consumption per 10,000 yuan of GDP was not reduced by 3.2%, and the energy consumption of industrial added value of 10,000 yuan. Decrease the target task by 3.6%. Relevant parties said that there are many reasons for the continuous increase in energy consumption, but the growth rate of energy consumption in high-energy industries is an important reason. The energy consumption of chemical raw materials and chemical products manufacturing has increased by more than double digits.

In the first half of this year, the comprehensive energy consumption of industrial enterprises above designated size in Inner Mongolia was 62.445 million tons of standard coal, an increase of 14.3%. With the commissioning of some large-scale coal chemical projects in the local area, the energy consumption of chemical raw materials and chemical products manufacturing increased by 39.8%, driving the energy consumption of the whole region to increase by 4 percentage points. In addition, in the first quarter of this year, the energy consumption per unit of GDP in Inner Mongolia increased by 0.96% year-on-year, not falling, mainly due to the rapid growth of local energy consumption of calcium carbide, caustic soda, polyvinyl chloride and coke, which led to rapid energy consumption per unit of GDP. increase. In particular, data released by Baotou City showed that the chemical industry accounted for a high proportion of total energy consumption in the first half of the year. Among them, the energy consumption of chemical raw materials and chemical products manufacturing increased by 6.8 times year-on-year, and the growth rate was much higher than the city's average level, which was an important reason for the substantial increase in local energy consumption.

The Hunan Provincial Bureau of Statistics recently announced that from January to May, the province's comprehensive industrial energy consumption was 27.4154 million tons of standard coal, an increase of 9.3%. Among them, the comprehensive energy consumption of six high-energy-consuming industries such as chemical raw materials and chemical products manufacturing, petroleum processing coking and nuclear fuel processing industry totaled 21,646,700 tons, accounting for 79% of the scale of industrial energy consumption, and comprehensive energy consumption increased by 7%. . Among them, the energy consumption of chemical raw materials and chemical products manufacturing increased by 3.9% year-on-year.

From January to May this year, the comprehensive energy consumption of industrial enterprises above designated size in Chongqing was 14.05 million tons of standard coal, up 17.3% year-on-year; the energy consumption of chemical raw materials and chemical products manufacturing increased by 4% year-on-year. The energy consumption of the three industries of inorganic alkali manufacturing, organic chemical raw material manufacturing and nitrogen fertilizer manufacturing was 1,751,700 tons of standard coal, accounting for 73.5% of the total energy consumption of the chemical industry, an increase of 0.9% over the same period last year.

In the first half of this year, the comprehensive energy consumption of industrial enterprises above designated size in Yulin, Shaanxi Province was 10.492 million tons of standard coal, an increase of 14.4% year-on-year. More than 70% of the industry's energy consumption has increased, including 14 in the industry with a growth rate of more than 10%. Chemical raw materials and chemical products manufacturing is one of them, driving the city's energy consumption growth by 4.5 percentage points; the industry's energy consumption growth rate exceeds the city The average growth rate increased by 22.9% year-on-year.

In the first half of this year, the comprehensive energy consumption of industrial enterprises above designated size in Liuzhou City of Guangxi was 4,260,900 tons of standard coal, an increase of 8.08% over the same period of last year. Although the energy consumption of chemical raw materials and chemical products manufacturing industry decreased compared with the same period, it was still 531,000 tons. Coal, ranking second in the city.

Why is there such a situation? In this regard, some experts have made an analysis.

Affected by the "Twelfth Five-Year Plan". Li Yongliang, deputy director of the Industry Development Department of the China Petroleum and Chemical Industry Federation, told the reporter: "I know that the energy consumption of the chemical industry has increased rapidly in the first half of the year. There are two main reasons. One is that this year's market is better, and the operating rate of enterprises is generally high. The second is that this year is the beginning of the 'Twelfth Five-Year Plan. There are more new projects in various places."

Wang Wentang, secretary general of China Chemical Energy Conservation Technology Association, told reporters that in the second half of last year, in order to complete the "Eleventh Five-Year" energy-saving targets, many chemical companies are in a state of reduced production. In the first half of this year, some energy-intensive enterprises have not saved energy and resumed normal production. Therefore, the energy consumption of the chemical industry in the first half of this year is relatively high.

A person in charge of Yulin, Shaanxi Province, said that after the completion of the “Eleventh Five-Year Plan” goal, the high-energy-consuming enterprises that had stopped production and limited production resumed production, which made the high-energy-consuming industries rebound. In addition, the speed of eliminating backward production capacity has gradually slowed down, and the contribution to energy conservation and consumption reduction has become less and less.

Driven by social consumption. Yang Hongwei, director of the Energy Efficiency Center of the Energy Research Institute of the National Development and Reform Commission, said that most of the chemical products are inputs for the production of other end-consumer products. As demand for social consumer goods increases, it drives the production of chemicals. He also pointed out that in the first half of the year, some enterprises considered that the power supply in the summer was relatively tight, and arranged the peak production, that is, the production plan was completed ahead of schedule, which indirectly caused higher energy consumption and increased energy-saving pressure.

Restricted by the industrial structure. A person in charge of the Henan Petrochemical Association, taking the local chemical structure as an example, said that the traces of Henan's chemical industry's “two highs and one capital” are very heavy, and the refined and deep-processed products are seriously insufficient, resulting in high energy consumption. At present, local energy used as raw materials accounts for 40% of total chemical energy consumption. High-energy-consuming products are mainly concentrated in industries such as ammonia, methanol, chlor-alkali, soda ash, calcium carbide and yellow phosphorus.

The local government will again use the "three axes"

Not long ago, the State Council issued the "Twelfth Five-Year Plan for Energy Conservation and Emission Reduction", which decomposed the national energy conservation and emission reduction targets into various regions. The "Proposal" also stated that in order to achieve energy-saving targets, enterprises and products with energy consumption exceeding the limit standard can increase the implementation of differential electricity prices and punitive electricity prices; for enterprises that have not completed their annual emission reduction targets, they should implement phased environmental assessment. Limited batch.

In order to ensure the completion of energy conservation and emission reduction tasks, the relevant state departments have delegated the disposal rights to local governments.

The killer of local governments is undoubtedly the consistent "three axes": power cuts.

Since June this year, Zhejiang Province has officially imposed punitive electricity prices on excess energy-using enterprises. At present, the province has set energy consumption limit standards for high-energy-consuming chemical products such as caustic soda, coke, calcium carbide, yellow phosphorus, and synthetic ammonia. The over-limit standard uses electricity price to increase the price: enterprises that exceed the limit standard by more than one time will be On the basis of the standard electricity price, 0.3 yuan per kilowatt hour will be added; if it exceeds the limit standard by one time, the standard electricity price will be increased by 0.1 yuan per kilowatt hour.

At the end of June, the Yunnan Provincial Industry and Information Technology Commission issued four reports on enterprise resource energy consumption assessment, and issued a yellow card warning to 25 companies, involving yellow phosphorus, calcium carbide, synthetic ammonia and electrolytic aluminum. These companies were warned for reasons such as severe energy consumption and failure to report energy statistics in a timely manner. It is understood that the province that has been listed on the yellow card warning list for three consecutive times will face punitive measures such as not accepting industrial policy recognition or including mandatory elimination.

At the end of August, the relevant person in charge of the Qinghai Provincial Economic Committee said that in view of the rebound in industrial energy consumption in the first half of this year, it is proposed to stop the approval and approval of silicon carbide and soda ash projects, and not to carry out deep processing or to provide deep processing for downstream enterprises in the province. Calcium carbide, coke, electrolytic aluminum and other projects. In addition, the province will take the opportunity to adopt a differentiated electricity price policy for the completed high-energy-consuming projects, and review the high-energy-consuming projects to be put into operation, and not approve the power supply for projects that do not meet the requirements.

On September 9th, the Gansu Provincial Industrial and Commercial Committee said at the provincial industrial energy conservation work conference that in view of the severe situation facing the province's energy conservation and consumption reduction in the first half of the year, power-hungry enterprises including chemical industry will be shut down for production; The energy consumption limit standard, for the excess electricity consumption of the enterprises whose energy consumption limit standards are not up to standard, will implement the punitive electricity price according to relevant regulations; the small-scale enterprises that are included in this year's closure plan must be closed on time; The key enterprises will not delay the increase, and the implementation of new projects will be delayed and put into operation, and the key energy-using enterprises will be repaired and replaced, as well as some high-energy-consuming enterprises to stop power and stop production and other emergency measures.

In late September, the Jiangsu Provincial Economic and Information Committee said that the energy-saving targets will be suspended, and the areas listed in the first-level warning will be suspended, approved, and documented for energy-intensive new and expanded projects involving chemical, paper, and steel. , building materials, polysilicon, etc.; for areas listed in the first- and second-level warnings, the completed high-energy-consuming projects will be temporarily suspended. The province also held a special energy-saving enforcement action recently. It found that 127 enterprises used 451 countries to eliminate the backward energy-using equipment, and three enterprises and three product units exceeded the prescribed limit, and many of them were chemical enterprises. In the next step, the province will strengthen the tracking and supervision of these enterprises and impose punitive electricity prices on these enterprises.

Adhere to energy-saving transformation is the right way

In the face of the policy of power cuts and restrictions on the resurgence of local governments, how should chemical companies deal with them?

Li Yongliang told reporters that the national “Twelfth Five-Year” energy-saving plan has relevant indicators for the growth of energy consumption in various places, and is linked to the total national energy consumption. All localities will develop relevant industries according to national indicators. If the energy consumption is too high, it will definitely be controlled. At present, local power restrictions or limited approvals will definitely have an impact on the chemical industry, because it will inhibit the expansion of high-energy industries, and force enterprises to transform and upgrade and eliminate backward production capacity. Therefore, chemical companies should actively respond. The first is to evaluate the project when it is on the project, and try to adopt some energy-saving technologies. Secondly, for the projects already in place, it is necessary to strengthen the energy-saving technological transformation in the process and adopt some advanced technologies to reduce energy consumption. In addition, he believes that contract energy management is a good new form, and chemical companies can make good use of this measure to save energy.

Yang Hongwei pointed out that the “12th Five-Year” chemical industry faces great energy-saving pressure, but it can be achieved through hard work. First, the denominator is enlarged, the product quality is improved, and the industrial added value is obtained as much as possible while consuming the same energy; the second is to establish the concept of “big energy saving” and system energy saving, and the internal energy consumption of the chemical industry is not distributed. All of them need to be controlled and optimized to achieve total energy and total emissions control. Third, through technological innovation, industrial process upgrading and transformation, energy conservation from the source of production, refining industry, calcium carbide production, etc. can be.

The reporter learned that chemical companies that have experienced "strike hard" many times have slowly found a solution.

Some companies are preparing to shut down. A person in charge of a small dye production company in Wujiang, Jiangsu Province told reporters that the local government recently issued a special policy and plans to shut down and transfer 100 small chemical companies in three years. Relevant policies stipulate that chemical enterprises that voluntarily shut down and transfer, the municipal finance will compensate 35% of the estimated value of the dismantled production equipment and production plants, and each enterprise will reward 100,000 yuan. "Because the company's energy consumption is high, and the previous benefits are not very good, so we intend to shut down. As for the open, let's see." The person in charge said.

Some companies plan to switch production. Shougang Building Materials Chemical Plant in Fengtai District of Beijing is one of them. According to the reporter's understanding, the Fengtai District Economic and Trade Commission has set up a bridge, and the factory with nearly 2,000 employees is brewing for production. The plan is to merge into a state-owned enterprise and produce emergency rescue equipment. The person in charge of a lead-acid battery manufacturer in Taixing, Jiangsu Province, said that due to the high energy consumption of lead-acid batteries and serious pollution during the production process, they plan to close the production line and develop energy-saving lamps.

More companies continue to carry out energy-saving renovations.

As a local large-scale nitrogen fertilizer production enterprise, Hubei Saning Chemical Co., Ltd. is carrying out energy-saving renovation of its ammonia plant in its branch. The company uses the energy-saving cogeneration energy-saving technology operated by the steam turbine to drive the gas-making blower, which not only saves energy, but also converts excess energy into electrical energy. A staff member of the company said that the new energy-saving project can save electricity costs of 113,400 yuan per month, and the investment can be recovered after three months of operation.

Gansu Yufu Chemical Co., Ltd. is also undergoing technological transformation and upgrading. Since the beginning of this year, the company has implemented a modification of the concentration system, sulfuric acid station, and monoammonium phosphate circulating water system to improve the effective production time of the product and prolong the cleaning cycle of the system. The company also reduced the consumption index by measuring the target, optimizing the production process indicators, and stabilizing the long-term operation of the device.

For chemical companies, the only way to deal with them is to insist on energy-saving renovation.

As the energy saving situation in the first half of the year was not optimistic, various localities began to introduce measures to carry out a new round of power cuts and restrictions.
