The Ministry of Finance is preparing to levy an environmental tax. The tax rate and scope of collection have not yet been determined.

Zhu Guangyao, Assistant Minister of Finance, said during the Copenhagen Climate Summit that during 2010 and the “Twelfth Five-Year Plan” period, the central government will increase its support for six major energy conservation and emission reduction fields, including new energy and renewable energy.
Specifically, the focus of the central government's finance in the future will be placed on the following aspects. First, it will accelerate the adjustment of industrial structure and eliminate backward production capacity, especially the closure of small cement plants, small paper mills, small steel mills, etc. Carry out energy-saving renovation and encourage enterprises to control pollutants; third, support the development of new and renewable energy sources, including the use of biogas and biomass energy in rural areas; and fourth, strengthen the construction of ecological economy, especially the “Three Rivers”. The pollution control of “Three Lakes”; the fifth is to speed up the construction of pollution monitoring centers, including monitoring mechanisms and monitoring systems; and sixth, to promote the construction of returning farmland to forests, grasslands and ecological environment.
Zhu Guangyao believes that to achieve the goal of reducing carbon emissions per unit of GDP by 40%-45% in 2020, a large amount of central financial support is needed.
The data shows that in the past three years, the central government spent more than $100 billion annually on energy conservation, emission reduction and renewable energy, which does not include budgetary infrastructure expenditures. Zhu Guangyao said that during the "Twelfth Five-Year Plan" period, the financial expenditures for energy conservation and emission reduction and support for renewable energy will be far more than during the "Eleventh Five-Year Plan" period.
Zhu Guangyao said that he has begun to prepare for the environmental tax on the issue of environmental taxes that are conducive to environmental protection and energy conservation and emission reduction. However, the tax rate and the scope of products are not yet determined. Earlier, experts from the Ministry of Finance also said that the possibility of environmental taxes to be levied next year is very high.
