From the "Water Ten Articles" section, it is not difficult for us to find that there are many chemical industries involved and we have concluded that there are three key points. The first is to ban "small chemicals." Before the end of 2016, all production projects that do not meet the national industrial policies, such as small-scale printing and dyeing, dyes, coke making, refining, arsenic refining, oil refining, and pesticides, will be banned. The second is the special rectification coking, nitrogen fertilizer, printing and dyeing, raw material drug manufacturing, pesticides and other industries, implementation of clean transformation. The newly-built, rebuilt or expanded construction projects of the above-mentioned industries shall be subject to equal or reduced replacement of major pollutants. Before the end of 2017, the urea production in the nitrogen fertilizer industry was completed by the technical hydrolysis reformation of the condensate. The third is to promote economic restructuring and upgrading. Strengthen industrial water recycling, wastewater treatment and reuse of high-water-consuming enterprises such as petroleum, petrochemical and chemical industries; optimize spatial layout, and strictly control petroleum processing, chemical raw materials and chemical product manufacturing, pharmaceutical manufacturing, chemical fiber manufacturing, etc. Project environmental risks, reasonable layout of production facilities and storage of hazardous chemicals and other facilities.

However, most of the chemical companies in China are located along the river and the sources of water pollution are relatively complex. Not only do they involve many management departments, but also the distribution of authority and power of many institutions is not clear. Therefore, it is necessary to implement the concept of pollution control at the source to further clarify the authority and strengthen supervision.

Secondly, it is necessary to implement scientific and technological input from the government and enterprises and improve the environmental protection level of the technology and equipment. In fact, China's chemical industry has not really realized the recycling of water resources, and there are not many companies that have zero emission or discharge standards, and industrial upgrades and environmental protection technological transformations have been awaited. "Water Ten" requires strengthening of scientific and technological support, promotion of applicable technologies, and research and development of forward-looking technologies. The implementation of this clause requires that the state increase the support for special funds for science and technology, and at the same time use the preferential policies of finance and taxation to support it. In this way, we can realize the goal of encouraging enterprises to increase investment and improve the level of independent environmental protection technology innovation, and promote the adjustment and upgrading of the chemical industry structure.

In addition, public participation and social supervision must also be implemented. One of the highlights of the “Water Ten” is the requirement for information disclosure and public supervision, and the public participation and complaint reporting system has been clarified. To achieve this, on the one hand, government departments must adhere to the administration according to law, increase transparency, and allow power to operate under the sun. On the other hand, the public must actively strengthen environmental protection awareness and actively participate in environmental governance.
