China will eliminate 5,000 tons of electrolytic manganese companies

Recently, at the 2011 National Symposium on Manganese Technology held in Yinchuan City, Ningxia, the participating experts disclosed that for the manganese industry in China with excess capacity and low industrial concentration, the manganese industry will face stricter regulations during the 12th Five-Year Plan period. Through the “large and small”, the manganese industry will cultivate 13 production companies with 100,000 tons and 200,000 tons, and companies with production capacity of less than 5,000 tons will be eliminated.

In recent years, China's electrolytic manganese industry has developed rapidly. As of the end of the “Eleventh Five-Year Plan” period, China’s production capacity of the metal manganese industry has reached 2.3 million tons, which has more than doubled from the “Tenth Five-Year Plan” period, and the output has increased from 566,400 to 1,380,000. Tons, up 2.4 times, production capacity and output accounted for 98% and 96% of the world respectively. Experts pointed out that China has become the world's largest electrolytic manganese producer, consumer, and exporter.

However, with the rapid expansion and rapid development of the electrolytic manganese industry, the electrolytic manganese industry has outstanding resource and environmental issues, unsustainable development, low industry entry barriers, excess production capacity, and low industrial concentration. The industry’s overall technology level is low and pollution is serious. Problems have gradually emerged. According to the statistics of the Department of Science and Technology Standards of the Ministry of Environmental Protection, there are nearly 200 manufacturing enterprises in the electrolytic manganese industry in China, and only more than 10 companies have exceeded the national industrial policy in the scale of 30,000 tons. The large number, small scale, unreasonable industrial layout, etc., have a serious impact on the improvement of the ecological environment and the realization of industrial energy conservation, emission reduction and clean production. Moreover, the vicious competition brought about by the low level of industrial concentration has a direct impact on the economic efficiency of enterprises.

Li Weijian, director of the National Manganese Industry Technical Committee, said that in order to curb the low level of repeated construction and blind development of electrolytic manganese, and promote the upgrading of industrial structure, the overall development of the electrolytic manganese industry in the “Twelfth Five-Year Plan” will be “large and small,” setting related industry standards. To cultivate 10 companies with an annual output of 100,000 tons, three companies with an annual output of 200,000 tons, and production enterprises with production capacity of less than 5,000 tons will be phased out. The committee's report to the relevant national ministries and commissions has already proposed that in the next five years, China's production of metal manganese will increase to 3 million tons.

According to another understanding, only one company has an electrolytic manganese production capacity of more than 100,000 tons in the “Eleventh Five-Year Plan”, and 15 companies have a production capacity of over 30,000 tons. As of the end of last year, electrolytic manganese producers had already eliminated 52 companies due to non-compliance with industry access standards, with a capacity of 248 thousand tons.
